In 2008, the DLBA set out to accomplish the goals of the strategic plan, DLBA 2010: A Focus for Leadership and Development. In accordance with that plan, Task Forces comprised of Board members, stakeholders, residents, and other community members have been meeting regularly.

Although the Downtown Community Plan is organized by the City of Long Beach, DLBA has been involved in its formulation, which is in partial fulfillment of one of the strategic plan's goals. More information can be found about the plan at Downtown Plan. DLBA has also been supportive of the formation of the Downtown Residential Council, an organization of, by, and for Downtown residents.
DLBA2010: A Focus for Leadership and Development was created with the guidance of business improvement district specialists Progressive Urban Management Associates after extensive outreach to members of our Downtown community. DLBA 2010 serves as a strategic planning document to guide decision-making by the organization in order to build a thriving cosmopolitan Downtown that retains its own unique character.
